1. Purpose

To establish binding, operator-controlled ethical, philosophical, and cultural principles that govern every aspect of the IPLS infrastructure — from asteroid mining through interstellar expansion — ensuring that humanity (biological and post-biological) remains in command, sentience is respected, and cultural continuity is preserved across centuries and light-years.

5. Enforcement & Evolution
